American Indians With Disabilities Vocational Rehabilitation Funding Available Federal Grants

WASHINGTON, Aug. 16 -- The U.S. Education Department has 15 discretionary grant opportunities to help rehabilitate American Indians with disabilities to prepare them for future employment or business ownership.

The estimated total program funding was cited as $6,079,350, with an award ceiling, based on the specifics of the proposal, of $365,000.

This funding opportunity is open to Native American tribal governments and organizations.

A funding opportunity notice from the U.S. Education Department states: "The purpose of this program is to provide vocational rehabilitation (VR) services to American Indians with disabilities who reside on or near Federal or State reservations, consistent with their individual strengths, resources, priorities, concerns, abilities, capabilities, interests, and informed choice, so that they may prepare for and engage in gainful employment, including self-employment, telecommuting, or business ownership."

The funding opportunity number is ED-GRANTS-081209-001 (CFDA 84.250). It was posted Aug. 12 with an application closing date of Sept. 11.

This is the case of Paul William Scott, a Choctaw Native who has sat on death row since 1979. The murder he was charged and sentenced to death for, was committed by another man. This man has since come forward, and has been charged for the murder. Paul William Scott was proven to not have been anywhere near the scene of the crime. His innocence was proven. Paul William Scotts only crime is being clinically mentally insufficient, and Native. Your signature would be appreciated.

An aboriginal agency says a man left lying still for hours by passersby in Grandview Park on one of the hottest days of the year was ignored for too long - and then taunted by firefighters and paramedics.

The man eventually died in hospital that night. Vancouver Firefighters and the B.C. Ambulance Service are both launching reviews how they handled the call for help.

The man, whose name is being withheld until his family is contacted, was first seen lying prone at about 9 a.m. on July 29, said one of the people who found him, Eric Schweig.

When Schweig returned at about 4 pm that day, the same man was there, only this time he was convulsing.

"His skin was like a furnace," Schweig told CTV News. "He was baking in the sun."

Schweig says he called a local aboriginal agency, which arrived with cold wet blankets to cool the man down.

But he says that the firefighters and ambulances didn't arrive until much later. When they got there, he said the firefighters started their care with what he called a racist comment.

"They said 'That's what you get for drinking Lysol all day,'" said Schweig.

Then a paramedic pointed to a gathered crowd of native children, and asked Schweig to get "his children out of the way," he said.

The man was taken away in the ambulance, but he died in hospital.

"This is the kind of thing that shouldn't happen," said Schweig.

Fire department spokesman Gabe Roder says he didn't get the complaint until late Friday night, and the department hasn't had a chance to investigate yet.

"We're going to look at the records of that emergency crew and have a chat with them to find out what happened," Roder said. "It's really regretful that someone died."

When contacted by CTV News, the B.C. Ambulance Service would not release information about when the 911 call was first made, or any information about how long it took to respond.

But they did say they would start a review of how the call was handled.

"The tiny one-room house rests on a hill; no electricity and no running
water. A creaky metal cot and a rusting wood-burning stove is all the comfort
Herbert Hale says he needs.
"All it is is logs, glue -- dirt and water put together -- then cement and
the chicken string," Hale says of his home. "Long as the windows don't
break, it's nice and warm in here."
The roof leaks a bit, and the floorboards are rotted in one corner, but
Hale isn't one to complain.
"It's home," he says, almost under his breath, as he invites a visitor to
have a look.
Firewood is stacked in one corner inside, and more outside as Hale uses
the summer months to stockpile for prairie winters, where 20 below zero is not
all that uncommon.
He also pulls bunches of long weeds in the prairie grass, to dry for use
as a firestarter.
"I have to be careful," Hale says matter-of-factly as he pulls a few
fistfuls. "Sometimes there are some snakes. Rattlesnakes. Nothing to mess around
with."
He is 54 years old, a veteran of two Army combat tours in Vietnam, a
member of the Lakota tribe and part of two stunning statistics, even as
communities across America deal with the pain and challenges of recession."

Please offer prayers for the sacred white and black buffalos at the Woodland Zoo in Farmington Pa in which they were born. The zoo is closing, and the owners are selling the buffalo to the highest bidder. A traditional Lakota spiritual leader and other native peoples are begging the zoo to gift the animals to the Lakota or other nations who understand their sacred connections. The zoo is refusing.

So far the bidding is $25,000 for the white buffalo. None for the black. The bids close August 31. We're terrified that the black will be shipped to slaughter. (The black buffalo has, along with the white, spiritual significance in itself.)



I also find this very sad because today I am preparing a book from the friends of Miracle, the Sacred White Buffalo, for her memorial services on August 20. Miracle's caretakers, the Heiders, sacrificed a lot (24/7 time, finances, their home) to house the two holy white buffalos born on their farm (Miracle, and Miracle's Second Chance). The Heiders never charged a penny to visit her, even after Life magazine printed an article about Miracle, she was featured on Unsolved Mysteries, and the Dalai Lama journeyed to meet her.



Let us pray these two sacred buffalo at Woodland Zoo find the same kind of home that Miracle did. Please pray that the Woodland zoo owners realize their sacred responsibility to Indian people and to the world and gift these holy creatures to a Native tribe. If not, please pray that someone will come along who can afford to purchase the animals, then gift them to caretakers who will treat them as the Heiders treated both Miracles



These holy, sacred animals deserve much better.

************* had me write two emails to the effect that the buffalo were sacred and should not be sold, but given to the Lakota Sioux Nation, since they were blessed by the same. I sent the article about Miracle, that you provided, to the zoo, hoping that it would give them a greater sense of the importance of these bison. No response to any of this. The lady was perfectly cordial when we spoke with her at the zoo, but since they had put out the news that bids were to be closed by Aug. 31, and the highest one was for $25,000 for the white bison, nothing for the black, that pretty much closed everyone out of the bidding. I would have liked to send something out to all the tribes, thinking they should have a chance to bid. But, I defererd to ************* Personally, since they were born in the East, I would think the Eastern Tribes should particularly have had some input. But, nobody asked me, as they say. In order to calm my spirit about the whole thing, Bill and I got out our chanunpa and spoke to Tunkashila and the spirits. Since then, I have felt more at peace and have been able to sleep. I still get nagging feelings, especially about the black bison. I am afraid they will just send her to the meat plant, but one is never to doubt the spirits. The weakness is mine.

August 31 I will probably be a basket case.

Hello Everyone,

Thanks so much for joining.

Passing on some information from Jannan Cornstalk.

First, the family is deeply touched by all of the support. Jannan asks that people be patient, while she attempts to keep up with her messages, as she does not have constant access to a computer.

She is in the process of securing a lawyer, and hopes to have that sorted out by weeks end. She is in talks with a specific Attorney.

Jannan is also attempting to set up a Charitable status fund, so that they may raise money for any legal battle that may lie ahead. There is also discussion about a fund that may be used in Chris's memory to benefit Native youth in some way.

Jannan had posted that she had set up an account, but that was before she found out about the charitable status issue, and there had been some misinformation from the bank.

Once the account is set up, we will have to find another place to administer that fund, as you can not do that on a common FB group page. We willl of course keep all informed.

While Jannan is sorting out all of these logistics, she requests that you all continue to pressue the Press. There are links on the group page, that Jannan posted. Feel free to yell this story out far and wide across the land. And invite all of your friends to join.

Finally, many of you may have heard about an incident just last week in Vancouver, Canada, where another Native man, was left to die....as Paramedics did nothing to help. Another disturbing story of a Native person facing racist Medical and Emergency personnel.
